QuorumAccessibility compliance for local government

Questions

Common questions

Can you make us compliant?

No, and be careful of anyone who says they can. Some parts of the standard can only be judged by a person, so no automated service can promise conformance. What we do is find every defect we can prove, repair the documents we can verify, tell your web vendor exactly what to change, and keep a dated record of all of it.

We already have an accessibility widget on our site. Isn't that enough?

No. Overlays do not repair documents, and the federal rule covers documents. They also produce no record. The Federal Trade Commission has taken action against an overlay vendor over its accessibility claims, and plaintiffs' firms increasingly treat having one as unhelpful to a defence. Keep it if you like — what we do is separate.

Do you rebuild our website?

No. Your site is on CivicPlus, Apptegy, Finalsite or similar and we have no access to it. We give you and your web vendor an exact list of changes. We do repair your documents, because you send us the file.

What if we have no budget until the new fiscal year?

That is normal and we plan around it. Tell us your fiscal year and we will send the quote at the right time. The free review costs nothing and is yours to use meanwhile.

Is this a bid situation? Do we need an RFP?

Every plan is priced below $15,000 a year, the federal micro-purchase threshold, and under most state and local limits. In most jurisdictions this can be bought on a signature. Check your own policy — some local thresholds are lower.

What happens to our documents?

They are used to repair them and to keep your record. Never sold, never shared, never used to train anything. Kept for seven years for the record, or deleted sooner if you ask in writing.

Who actually does the work?

The measuring and most of the repair is software, which is the only reason this costs $2,400 instead of $26,000. A person reviews documents the software cannot handle safely, and a person answers your email.

What if we get a complaint anyway?

We do not promise you will not. What you will have is a dated file showing you measured the problem, repaired what could be repaired, and had a plan for the rest — which is what a federal reviewer actually assesses. We help you assemble it. We are not lawyers and do not give legal advice.

How do we cancel?

Thirty days' written notice, and we refund the unused months. There is also a non-appropriation clause: if your governing body does not fund a further term, the agreement ends at term with no penalty.
